It depends on how you clone the phone. If you use a phone cloning app, then it will use data. The app will create a Wi-Fi hotspot on the old phone and the new phone will connect to it. The data will be transferred over the Wi-Fi connection.

However, if you clone the phone using a physical connection, such as a USB cable, then it will not use data.

1. When cloning from an Android device, the personal hotspot is used, and the network connection will be automatically closed during the cloning process, and no data will be consumed.

2. When cloning from an Apple device, you need to use the network to download data from iCloud, and it is recommended to connect to a Wi-Fi network.
