Problem phenomenon:
After the system is reset or the user adds an account to the Windows 11 settings and logs in to the new account, blank tiles are displayed under Pinned in the Windows Start menu.
Problem causes:
This is a result of how Microsoft Windows 11 is designed. To use the Microsoft service, get app recommendations, and update the empty tiles, you have to connect your device to a network.
